Making English a second language in schools in Vietnam
The goal of the Project is to make English a second language in schools in Vietnam; English is widely, regularly, and effectively used in teaching, communication, management, and educational activities of the school, forming an English-using ecosystem in educational institutions from Level 1 to Level 3.
The levels (Level 1, Level 2, Level 3) to evaluate educational institutions making English a second language are based on standards and criteria regarding: language environment and communication; educational programs and teaching activities; learning materials and documents; digital transformation, application of artificial intelligence and physical facilities; team of educational management officers, teachers and learners; international cooperation; scientific and technological research…
Improving the quality of English teaching and teaching in English to contribute to building a generation of global citizens meeting Vietnam’s international integration requirements.
Preschool education: Helping children experience and get acquainted with English; aiming to form and develop English communication capacity, preparing well for English learning at the general education level.
General education: Helping students form and develop the capacity and skills to use English in developing thinking and qualities, learning capacity in subjects, educational activities, exchanges, and experiences inside and outside the school, contributing to the comprehensive development of Vietnamese people in the era of deep international integration.
Higher education: Developing an effective English-using environment in teaching modules, units, and credits in training programs; in training and fostering the team of teachers and lecturers. Developing higher education into a pillar leading the country in the English ecosystem with deep integration capacity, knowledge transfer, and innovation in English.
Vocational education: Improving the capacity to use English in communication and career orientation, meeting the requirements of the domestic and international labor market. Developing an effective English-using environment in vocational education institutions.
Continuing education: Improving English capacity for continuing education learners, diversifying forms and content of English learning to meet the diverse needs of society, contributing to improving the quality of national human resources.
8 key tasks and solutions
To achieve the above goals, the Project offers 8 key tasks and solutions to be implemented including:
1- Raising social awareness about the role of English in education and integration;
2- Building and perfecting institutions and policies to make English a second language in schools;
3- Developing the team and improving the quality of training and fostering management officers, teachers, and lecturers teaching English and teaching in English, ensuring sufficient quantity and synchronized quality;
4- Building and deploying programs and learning materials for English teaching and teaching in English;
5- Innovating teaching methods, examination, testing, and assessment methods, promoting the building of an environment where English is a second language in schools;
6- Promoting the application of advanced technology, artificial intelligence (AI), strengthening physical facilities and equipment conditions to ensure quality for the development of educational activities, English teaching, and teaching in English, prioritizing difficult and especially difficult areas;
7- Strengthening international cooperation, promoting socialization in improving the quality of English teaching, teaching other subjects in English, and organizing educational activities in English;
8- Launching practical and effective emulation and reward movements as a driving force to promote the implementation of the Project nationwide.
Policies for students with outstanding English capacity
Specifically, to develop the team and improve the quality of training and fostering management officers, teachers, and lecturers teaching English and teaching in English, ensuring sufficient quantity and synchronized quality, the Project will conduct surveys and assessments of English capacity for teachers and lecturers teaching English and teaching other subjects in English at all educational levels, sectors, and training degrees. On that basis, build, perfect, and issue appropriate English capacity frameworks for each target group, as a basis for training, fostering, and professional development orientation.
Developing the team of teachers and lecturers ensuring consistency with the orientation of making English a second language in schools; organizing training and fostering programs on professional expertise and skills for teachers and lecturers teaching English and teaching in English.
Improving and standardizing the capacity for training institutions of English teachers and lecturers, and teachers and lecturers teaching other subjects and majors in English; promoting the building of linkage models between pedagogical universities, foreign language universities with preschool, general, vocational, and continuing education institutions in training and professional support for the teaching team, especially English teachers and teachers of other subjects, organizing educational activities in English.
Having mechanisms to discover and reward students with outstanding English capacity; having policies to attract new graduates who are good at English and support English teachers to work in difficult areas; researching mechanisms and policies for foreigners proficient in English to participate in teaching at public educational institutions…
Improving English language proficiency for learners
The Project deploys the development of a system of programs, textbooks, books, documents, and learning materials for English teaching, teaching other subjects and majors in English at all educational levels, sectors, and training degrees; building and developing an open online learning material system, strengthening technology application and online training on a national scale, ensuring that all learners can easily and conveniently access high-quality programs, subjects, and majors in English.
Having effective solutions to improve English language proficiency for learners to proactively access global knowledge and advanced technology to help improve competitiveness in the international labor market in the new era…
Innovating teaching methods, examination, and testing methods
To innovate teaching methods, examination, testing, and assessment methods, and promote the building of an English environment as a second language in schools, the Project organizes teaching of all four skills: listening, speaking, reading, and writing, focusing on developing listening and speaking skills; diversifying teaching forms including inside and outside the classroom; creating a maximum English-using environment for learners; strengthening experiential activities, exchanges, and developing the culture of reading books in English.
At the same time, continue to innovate examination, testing, and assessment methods; design a diverse and flexible assessment system suitable for reality, promoting English teaching and teaching in English naturally, associated with the actual environment of use; build a system of processes and tools to assess English capacity and specialized/occupational capacity in English in higher education, vocational education, and continuing education according to output standards in a synchronized, inter-connected manner, approaching international competency-based assessment standards…
Promoting the application of advanced technology and artificial intelligence
The Project promotes the application of advanced technology, artificial intelligence (AI), strengthening physical facilities and equipment conditions to ensure quality for the development of educational activities, English teaching, and teaching in English, prioritizing difficult and especially difficult areas in the following directions:
Investing in the development of digital learning platforms, applying artificial intelligence (AI) capable of analyzing the level and needs of learners to organize educational activities, English teaching, and teaching in English in a personalized, appropriate, and effective way.
Strengthening teaching equipment, information technology infrastructure, and physical conditions for organizing English teaching and teaching in English in schools to ensure quality and efficiency; prioritizing investment in information technology infrastructure for areas with difficult and especially difficult socio-economic conditions, ethnic minority areas, mountainous areas, and remote areas to ensure equity in access to education…
