CEFR 全称为“欧洲语言共同参考框架”（Common European Framework of Reference for Languages）。它是欧洲委员会为了给语言学习、教学及评估提供一个统一、透明且详尽的基准而制定的国际标准。该框架将语言能力分为三个等级：基础水平 (A)、独立运用 (B) 和熟练运用 (C)，并进一步细分为从 A1 到 C2 的六个具体级别。
CEFR 的核心意义在于其“能做”（Can Do）描述语，它强调学习者在现实生活中运用语言完成特定任务的能力，而不仅仅是学术性的词汇或语法掌握。如今，CEFR 已成为全球最权威的语言能力标尺，广泛应用于各种外语考试、教科书编写及跨国企业的招聘过程中。通过这一框架，不同背景的学习者可以准确地定位自己的外语水平，并为升学或职场晋升设定清晰的阶段性目标。在越南，它也是制定“越南外语六级能力框架”的重要基石，为国家教育国际化提供了强有力的支持。
CEFR stands for the Common European Framework of Reference for Languages. It is a globally recognized guideline used to describe the achievements of learners of foreign languages. Developed by the Council of Europe, the framework provides a comprehensive method for learning, teaching, and assessing language proficiency across all European languages and beyond. The scale is divided into six levels: A1 and A2 (Basic), B1 and B2 (Independent), and C1 and C2 (Proficient).
The primary purpose of the CEFR is to offer a transparent and coherent basis for the elaboration of language syllabuses and curriculum guidelines. By providing “Can Do” descriptors, it focuses on the practical application of language in real-world contexts rather than just grammatical knowledge. Today, the CEFR is a vital tool for academic institutions and employers worldwide to verify language skills accurately, ensuring that a B2 level in one country represents the same communicative competence as a B2 in another, thus promoting international mobility and cooperation.
CEFR là viết tắt của Khung tham chiếu trình độ ngôn ngữ chung Châu Âu (Common European Framework of Reference for Languages). Đây là một tiêu chuẩn quốc tế được Hội đồng Châu Âu xây dựng nhằm thiết lập một thang đo thống nhất để đánh giá năng lực ngôn ngữ trên toàn cầu. Hệ thống này chia khả năng sử dụng ngôn ngữ thành 3 nhóm lớn: A (Người sử dụng cơ bản), B (Người sử dụng độc lập) và C (Người sử dụng thành thạo), với tổng cộng 6 bậc cụ thể từ A1 đến C2.
Tại Việt Nam, CEFR đóng vai trò là “xương sống” pháp lý và chuyên môn cho Khung năng lực ngoại ngữ 6 bậc dùng cho Việt Nam (VSTEP). Thuật ngữ này giúp chuẩn hóa việc biên soạn giáo trình, chương trình giảng dạy và các kỳ thi đánh giá năng lực. Nhờ CEFR, người học có thể dễ dàng quy đổi trình độ giữa các chứng chỉ quốc tế như IELTS, TOEIC hay Cambridge, tạo điều kiện thuận lợi cho việc du học, tuyển dụng và hợp tác quốc tế trong bối cảnh toàn cầu hóa.
